Presiden Susilo Bambang Yudhoyono menyerahkan penghargaan Kalpataru dan Adipura pada peringatan Hari Lingkungan Hidup Sedunia 2011 di Istana Negara Jakarta, Selasa (7/6).
Penghargaan yang diserahkan rutin setiap tahun itu terbagi atas empat kategori untuk Adipura yang diberikan kepada perorangan dan kelompok, serta empat kategori Adipura untuk kota metropolitan, kota besar, kota sedang, dan kota kecil.
Penghargaan juga diberikan kepada kepala daerah tingkat provinsi dan kabupaten/kota untuk penyusun Status Lingkungan Hidup Daerah (LHSD) 2012 terbaik.
Kalpataru kategori perintis lingkungan diberikan kepada Sugiarto dari Desa Cowek, Kecamatan Purwodadi, Kabupaten Pasuruan, Jawa Timur, Marmis Asid dari Nagari Sinurui, Kecamatan Talamau, Kabupaten Pasaman Barat, Sumatera Barat, serta Lulut Sri Yuliani dari Kelurahan Baruk, Kecamatan Rungkut, Kota Surabaya, Jawa Timur.
Kalpataru Pengabdi Lingkungan diberikan kepada Soleman Nugroho dari Desa Tematana, Kecamatan Wamena Timur, Kabupaten Sumba Barat Daya, Provinsi Nusa Tenggara Timur, Surjadi SP dari Kelurahan Bebalang, Kecamatan Bangli, Kabupaten Bangli, Bali, serta Sudarli dari Desa Purwodadi, Kecamatan Tepus, Kabupaten Gunung Kidul, Provinsi Yogyakarta.

Building ISV Relationships: Targeting SMEs -- Part I
First, a bit of commentary. One thing all smart SIs (systems integrators) do is develop partnerships and alliances with ISVs (independent software vendors, i.e., software publishers/software companies in a broad sense). Of course, it's difficult to be the 1,000th entrant in the game and expect to get any traction/assistance from your ISV partner.
SIs in China ALWAYS use the approach of offering localization services and OFTEN offer to help push an ISV's product within the domestic market in China. Frankly, this is what the (usually American) ISV wants, too. Does this strategy work? Well, sometimes. However, even in the case of high profile alliances such as some of those Microsoft has in China (and I won't name names to protect the innocent), it's really nothing more than window dressing. Everything looks good on paper, but the reality is something quite different.
Regardless, this does NOT address the need and desire for SIs in China to build their market in the States. And when this issue becomes center stage, ISVs frequently respond with something bordering on contempt. Some ISVs are getting clued that their American channel partners absolutely need partners in China and other low(er)-cost development areas in order to win bids. Let's face it, it's all about closing deals. And if an ISV's competitors have channel partners which can put together winning bids, perhaps in part (and perhaps in LARGE part) due to an offshoring component with their channel partner's SI partner(s) in China, then the ISV with an indirect link to China has a competitive advantage. I don't view this as a sufficient condition to winning bids, but it's increasingly a necessary condition.
Clued ISVs want their American channel partners to have an offshoring option, but this requires that their channel partners have relationships with SIs in a country such as China. But ISVs tend to focus their channel development efforts on their American partners and might develop a couple/few relationships in China, but usually NOT tied to their channel development efforts in the States. Goofy and shortsighted, to say the least.
But how can SIs in China get traction with American ISVs, especially since they're almost always late to the game (in other words, the American ISV already has a well-developed channel)? The answer (or, at least one answer): Focus on servicing the needs of SMEs (small and medium enterprises, which is also referred to as "SMBs" -- small and medium businesses).
There's another reason this makes sense: Most of the SIs in China are already focused on servicing SMEs/SMBs in China. It might be nice to bag a large SOE (state-owned enterprise), but the reality is that most firms in China, especially the burgeoning number of privately-held firms, are SMEs by definition. Hence, the experiences gained by SIs in China is already within the same market, although I'd be the first person to warn than company size and even similar domains does not necessarily equate to directly transferable skills. Fact is, things in China are often quite different from the way they are in the States, especially in a "hot" ITO (IT outsourcing) market like financial services. More about this in a forthcoming posting. Bottom line: Give serious thought to targeting the SMB/SME market in the States. (Part II of this commentary might be a while in coming.)

Forget the Golden Triangle. How about China + India vs. the world (or, sans the world)? "Newspaper headlines portray China as the world's manufacturing base for low-cost goods, like clothing and shoes, and India as the global IT monopoly-to-be. Unfortunately, media outside Asia have failed to acknowledge the growing partnership between the two giants." "Given the complementary nature of their economies and the size of their markets (nearly 2.2 billion people in total), the nascent cooperation between the two holds the potential to dramatically alter the world trade balance. A perusal of the Shanghai technology corridor reveals a hint of the countries' industrial interconnectedness. Walk through one of the main complexes in Shanghai's Pudong Software Park, and you will see a prominently displayed sign for Infosys, one of India's most respected IT firms. The same complex also holds Satyam, the first of India's software service companies to set up offices in Shanghai. Nearby are the headquarters of the largest software services company in Asia, Tata Consultancy Services (TCS), which currently runs an outsourcing center for GE in the town of Hangzhou. TCS is owned by the Tatas, one of India's most prominent business families. Across the river is NIIT, the principal software training center in India's private sector. NIIT, operating in China since 1998, now runs an extensive two-year course in 25 provinces, training around 20,000 students to be software professionals. There is widespread speculation that Wipro, India's only giant IT firm without a presence in the city, will establish a Shanghai office very soon. It is no surprise that Indian software companies are setting up in China. They, like everyone else, sense great opportunity in one of the largest, fastest-growing economies in the world." |Award Spurs Debate in 'Desert of Silence' in Muslim World|
|On Identity & Post-Identity: Reflections of a Brown Man (Part 1)...||This post comprises a set of reflections peppered with professional musings about geopolitics and the world around us. |
Brownness it seems is an odd curse in our world. There are entire industries dedicated to de-browning people. Literally. The leading products are those from our friends at Fair & Lovely, who politely inform us that our skin could get in the way of a dream job. There are also more 'intimate' concerns as well (for down there that is). Estimates are that the global skin whitening market reaches upwards of $18 billion in just Asia alone. Yet, it's not just an Asian (West or South) trend, our darker shaded brethren also partake in the habit. The Economist reported that a whopping 77% of Nigerian women use some form of skin-lightening product. And why not - from your personal life to your professional life, there are countless studies that shows being a little lighter and whiter can make your days brighter. In Mexico, it appears that dark skin can limit your socio-economic status. Nevertheless, who wants to live a life not comfortable in your own skin?
I think I've always been comfortable with 'brown' even if others have always been ambivalent about the term (and my own level of comfort with it). UPS' branded slogan, "What can brown do for you" was my slogan when I ran for student government at the Kennedy School of Government (n.b. never run for government at a school of government). This was to the chagrin of some of my latino-associated 'browns'. You see, 'brown' is an amorphous word that can encompass a range of individuals from across the religious, ethnic, and racial spectrum. Hispanic. Latino. Indian. Pakistani. Middle Eastern (Arab to Persian). Even Black. From there. Originally from there. Kind of from there. It's a catch-all term that belies ascription or description. It is a self-definition. There is much more of a tendency of society, Eastern & Western, global and local, to avoid the obvious or conversely assume while oblivious. It is why, the term Black when entering into popular consciousness is still uncomfortable in contemporary American society, even though many feel that it is the term that refers most closely to their being.
Our mass media culture is much more comfortable failing to acknowledge difference or accentuating it without understanding it. President Barack Obama is an African-American - even though he is half-white, raised by White grandparents in White America. Everything else is too complicated. The world looks for static and stereotyped identities when the truth is our own sense of self is much more fluid and dynamic. 'Brown' is at once simple and sophomoric while at the same time nebulous and nuanced. I've found that whether you like it or not, others will seek to define you along the lines they would like you to fit within - it's your choice, however, to live inside or outside those lines.
Growing up in the West, you are automatically attuned to your racial identity. In Canada you are a jigsaw piece to a mosaic multicultural puzzle. What exotic element do you represent? In Vancouver over 50% of respondents identify themselves as non-white. There, 'brown' is part of the visible majority (visible in being dark I guess) rather than a visible minority. In the U.S. you are expected to blend into some type of melting pot. There, across the nation, over half of children born in the country are born to ethnic and visible minorities.
Some people run from their background. It's an immigrant story not just specific to the brown-folk. Afshin turns into Sean, Mohammed into Mo, and the list goes on. That well integrated Muslim may be shaving, but he mysteriously disappears around prayer time on Fridays. I once had a friend who thought that 'Mosque' was the name of some club I went to every week. True story (actually true). One of the key things is to not speak like your parents, depending, of course, on how your parents speak. In my case, at 12, I still had trouble pronouncing the letter 'V'. For whatever reason, I would also mix up my 'Vs' and 'Ws' - being from West Vancouver, it was a bit of a problem.
Yet, as much as there are people trying to wash the brown away, there are others who soak in it. They bask in the familiarity of their likeness. Other brown-folk get the jokes. The inside jokes. About why the house may smell like curry spices. That at least one relative is an illegal immigrant. That you don't understand why white people can't dance (although your Bollywood numbers would cause you to question your own moves).
And all the while, whatever the second-generation immigrant choice, the society around you has already made its own decisions. For the former group, one day they'll walk into a room and realize: we're brown. It may be that your true name will be discovered. Once, when I came to my grade 7 science class, my teacher excitedly looked at me claiming he had seen my namesake in the movies over the weekend. He had just watched the Lion King and pointed at me saying 'Rafiki'. The fact that I actually do have East African roots, and relatives who live in Kenya was not known to him; he was just amused by the exoticism of the phonetic connection. It happens to the best of those hiding in plain sight, when they are asked to speak for a 'group'. You can run all you want but you are always an outsider to some people. After 9/11 all types of brown people who had never even contemplated their brownness were swept up - literally and figuratively - in the hysteria.
Yet, even the latter group, that seeks to withdraw into a bubbled existence of sameness, realizes the folly of that path. Going back to Mumbai. Or Baghdad. Or Cairo. Or Karachi. It's much more going until returning than going back. The first thing that normally happens is your language is bit off. That Hindi isn't really that good. You never quite mastered how to read Arabic. And there's that aunt who's kind of laughing at the fact that you aren't really brown anymore but white. What? Exactly.
Neither here nor there is the place of the East-West hybridity that is many of us today. You can be confused. And the world around you will be confused. Living in Dubai and working in the wider Middle East (another strange term of history) has only heightened the absurdity of dissonance for me. While in the West, your compatriots may give you the colour-blind benefit of the doubt, there ain't no leniency back East. The moment I get into a cab, the fellow brown driver (Nepali, Indian or Pakistani) tries to make the 'original' connection. But it's worse with your socio-economic classmates. With the cavalry of cacophonous colours collecting in the city, disaggregating the rainbow appears to be priority number one. There is no priority for understanding complex identities. As if you could wash the colour away with one generation (even if that was not what you were trying to do)? In Canada or the U.S., I'm a hyphenated identity or a misunderstood one, but in Dubai, I'm - Indian or Pakistani. Is it worth it to confuse people? To tell them your father is from Uganda - ah but he's not Black! Or that you are born in Canada - but you're not White! Or that you feel connection to India as much as Pakistan - but you're Muslim!
Being 'brown' really is a euphemism for what is really our ability to define our own identity. I'm Brown not Indian or Ugandan or Pakistani or Muslim or Eastern or Western. There's more to that identity than just pronouns and assumptions. And while people may feel it's inventive or counter-cultural, is it more so than the modern form of nationality? Until 1945, there was no such thing as the United Nations and most the developing world was the 'third world' under colonial rule. India and Pakistan didn't exist when my father's family immigrated in the late 1800s and early 1900s to East Africa - it was British India. Canada itself only became a country in 1867. There's a myth that migration is new and borders old. It's the other way around.
So then, what is my identity? How can you embrace a multitude of discrete faces without becoming unrecognizable? And can society and the world accept what confounds conventions?
These are some of the questions that I'll address in subsequent posts in the coming days. Yet, one thing I'll say:
Each of us has a multitude of identities we are always balancing that weave together to form our individual tapestries. We are a blend of ethnicity and language, religion and philosophy. Our parents and grandparents often have varying geographical roots and in our lives so far we've traversed many more. Where we settle isn't always where we started. For me, finding how this comes together becomes important for understanding my own individiual path. Yet, for society, and especially transitional societies, understanding this complexity of identity becomes formative in building stable nations in the 21st century.

|Young African Immigrant Earns Three Texas A&M University Degrees And Is Ivy League-Bound|| |
The Spirit of Aggieland is prevalent in College Station, but back in 2001 it took an ocean-sized leap, travelling nearly 8,500 miles to Kampala, Uganda, and entered the dreams of a future Texas A&M University graduate named Mark Musumba. Today, Musumba, 32, graduated from Texas A&M with his third degree, a Ph.D. in agricultural economics, and has begun a new chapter in his life as a post-doctoral researcher at Columbia University.

Kony 2012 is an awareness aid not aimed at painting Uganda black but to sensitize for the capture of Joseph Kony. This is made clear by the co producer of Invisible Children Jason Russell when he adds to his film âKONY 2012 is a film and campaign by Invisible Children that aims to make Joseph Kony famous, not to celebrate him, but to raise support for his arrest and set a precedent for international justice.
He further goes on and says, âIf Iâd ask you, who is Joseph Kony, you wouldnât know. You should. And thatâs why Iâm going to tell you about him.â
Fine, Some Ugandans are happy that such a campaign is going on and this will increase chances for Konyâs arrest. However we would have been happier if the produce had done a bit more research and reported the right information to avoid misinforming his audience.
Firstly, the film falls short of giving the right geographical sense of where Uganda is. In the film, the narrator claims that Uganda is located in Central Africa. This is a very awful precedent that does not help a case for Uganda. Mindful of the fact that many people in Europe and America do not even know where Uganda is, the producer of the film should have considered and addressed this fact by providing the actual facts about Uganda. Uganda is found in East Africa and never has it ever been part of Central Africa.
Another thing that Jason did not tell the world was that, Uganda is at peace and not a war zone, and that Joseph Kony was defeated by the Uganda Peopleâs Defence Force in mid 2006. Six year back, Kony ran to the Central African Bushes and the Uganda Peoples Defence Force together with the Uganda Government took it upon them to help the people of Central Africa to fight him.
Another fact is that even when Kony was still fighting in Northern Uganda, all other parts of the country where safe and all businesses carried on as the Government and other International bodies tried to restore peace in Northern Uganda.
We therefore urge the friends of Uganda to continue visiting our Beautiful country and appreciating nature as Kony gets sorted out in neighboring Central Africa.

Mountain gorilla safari trekking is a challenging activity; therefore you must be physically fit. 8 people are permitted per group per day and a total of eighteen (24) people are taken in Bwindi, while six (8) people are allowed for Nkuringo group that can be accessed in Kisoro. Bigodi is a swamp like any other swamp any where the world over, this swamp that has proved to be peopleâs sources of livelihood is found in Kibale.

But this is not the case in Kibale, just next to
Convincing the Bigodi natives to embark on the tourism initiative was not very easy as the elders thought that their sons were planning to rip them of their swamp. This was back in 1992 when the foundation of the now flourishing Bigodi swamp project was dug.
Bigodi wetland is an important area of biodiversity. It hosts eight species of primates and over 200 bird species. The most popular bird for tourists to view is the Great Blue Turaco (Corythaeola Cristata). The most common tree species are wild palm, rubber and fig trees and rafia palm which are widely used in making handicrafts. Some of the primates include; the ever elusive Sitatunga bushpig, Bushbuck, Otter Mongoose, Civet Cat and Chimpanzee
As we talk now the locals are reaping millions of shillings every year from the swamp. It is a tourist site which has significantly improved their livelihood, for this they have a Shs150m Bigodi Secondary School constructed out of the revenue from the project. Added to the Secondary school is a nursery school, bridges, a road and many more business projects that have resulted from the swamp project.
Families have put up accommodation businesses in their homes, craft stalls and groups have come up, and some farmers sell their fresh produces (fruits & vegetables) to the lodges and the tourists which provide them with ready markets. Many of the families in Bigodi have also benefited from sponsorships given to some disadvantaged families by some generous tourists.

Loss of megaherbivores such as elephants and hippos can allow woody plants and non-grassy herbs and flowering plants to encroach on grasslands in African national parks, according to a new University of Utah study, published Sept. 12 in Scientific Reports. The study used isotopes in hippopotamus teeth to find a shift in the diet of hippos over the course of a decade in Uganda's Queen Elizabeth National Park following widespread elephant poaching in the 1970s.

Sargonâ @Sargon_of_AkkadNow, it occurred to me that while I knew the oft-heard claim of a 115 average IQ for Jews was a misleading substitution of a subset for the set, and I had also observed that the claim was almost certainly an exaggeration in light of the average Israeli IQ of 95, I'd never actually run the numbers. The first thing was to update the population percentages according to the latest Israeli demographics, which currently has the Jewish population at 75 percent and the non-Jewish population at 25 percent.
This resulted in an average Israeli Jewish population IQ of 98.7 percent, slightly higher than my original calculation. Now, the Ashkenazi are 47.5 percent of the Israeli Jewish population, which means that if their average IQ is 115, the majority of the Jewish population of Israel has an average IQ of only 83.7, which is TWO standard deviations lower, and is also lower than the average IQs of Jordan, Syria, Saudi Arabia, and Pakistan, as well as Nigeria, Uganda, and the Israeli-Arab population.
Does that strike you as likely? No, me neither.
There is one Israeli study that found the difference between Ashkenazi and non-Ashkenazi Jews in Israel to be 14 points. This would indicate an average Ashkenazi IQ of 106 and a non-Ashkenazi IQ of 92. This is considerably more credible, especially since it also happens to align with a number of studies on Ashkenazi IQ. Given that 74 percent of the global Jewish population is Ashkenazim, that means that the average Jewish IQ is 102.4.
So, average Jewish IQ is not particularly high, but is slightly higher than the European average, and considerably higher than the current US average, which I calculate to be around 95 and falling. Which, of course, is why high average intelligence is an inadequate explanation for the historical Jewish success in 20th-century America, as their level of comparative success is declining even as the IQ delta grows.

RÃ©unissant plusieurs des meilleurs musiciens d'Afrique de l'est, cette structure enregistra plusieurs succÃ¨s avec Daudi Kabaka Ã la guitare, dÃ©veloppant un style chaloupÃ© que l'on ne tarda pas Ã qualifier de Â«Twist africainÂ». ChantÃ© par Peter Tsotsi et Nashil Pichen (tous deux d'origine zambienne), le trÃ¨s joli Â«Pole MusaÂ» donne une idÃ©e de ce qui pouvait faire danser Nairobi dans les annÃ©es 60.
Le Â«tubeÂ» de Daudi Kabaka reste cependant Â«Harambee HarambeeÂ», composÃ© avec Fadhili William. Faisant Ã©cho au slogan lancÃ© en 1963 par Jomo Kenyatta, premier ministre de la toute jeune nation kenyane (Â«HarambeeÂ» se traduisant grossiÃ¨rement par Â«Joignons nos forcesÂ»), Kabaka signa un vÃ©ritable hymne national diffusÃ© inlassablement sur Voice of Kenya, la radio nationale. Pour l'anecdote, le chanteur rÃ©pÃ¨te plusieurs fois Â«Hakuna MatataÂ», dicton popularisÃ© par le dessin animÃ© du Roi Lion. Car oui, sachez-le, il s'agit-lÃ d'une expression swahilie signifiant Â«Il n'y a pas de problÃ¨meÂ» ; ce qui permet de dÃ©duire l'origine kenyane de Simba, Timon, Pumbaa et de tout le bestiaire du cÃ©lÃ¨bre film d'animation.

Kakai Kilonzo et les Kilimambogo (Brothers)
Originaire de la tribu des Kamba, Kakai Kilonzo naquit en 1954 au pied du mont Kilimambogo (aussi appelÃ© Ol Donyo Sabuk), montagne sacrÃ©e sur laquelle les dieux venaient sÃ©journer lorsqu'ils n'Ã©taient pas sur le Mont Kenya. Du moins y vivaient-ils jusqu'Ã l'arrivÃ©e du cÃ©lÃ¨bre Sir Lord William Northrup Macmillan (1872-1925), ancien soldat amÃ©ricain anobli par la reine d'Angleterre. AttirÃ© par la chasse aux grands fauves et proche ami de Theodore Roosevelt (qu'il accueillit deux fois pour lui faire dÃ©couvrir les joies du safari), Macmillan entreprit l'exploitation des terres sauvages qui s'Ã©tendaient autour de la montagne sacrÃ©e, ouvrant la voie aux cultures d'ananas qui font aujourd'hui la rÃ©putation de la rÃ©gion.
Tour Ã tour berger puis travailleur agricole dans ces plantations d'ananas, Kakai Kilonzo apprit Ã jouer sur des guitares monocordes qu'il fabriquait lui-mÃªme Ã partir de boÃ®tes en Ã©tain. Sa virtuositÃ© n'ayant pas son pareil pour faire danser les foules, il put enregistrer un premier simple en 1974 (Â«Kaylo kyakwa na MaryÂ»), disque qui rencontra un succÃ¨s immÃ©diat.
Kakai et ses Kilimambogo Brothers jouirent d'une immense notoriÃ©tÃ© dans tout le Kenya, dÃ¨s lors qu'ils adoptÃ¨rent le kiswahili (langue nationale) pour leurs chansons (le kamba, leur langue maternelle, Ã©tant moins usitÃ©). La population aimait en effet Ã entendre ses paroles empreintes d'humour, qui n'hÃ©sitaient pas toutefois Ã aborder des sujets politiques. Kakai composa ainsi en 1978 un hymne Ã la gloire du nouveau prÃ©sident Daniel Arap Moi (Â«Fuata NyayoÂ» / Â«Suivez mes pasÂ»), puis un hymne patriotique (Â«Kenya inchi yanguÂ») avant de dÃ©noncer la tentative de coup d'Ã©tat de 1982. L'adoption du kiswahili souligne quoi qu'il en soit la fibre nationaliste de Kakai Kilonzo et sa volontÃ© de se faire la voix du Kenya plutÃ´t que celle des seuls Kamba (certaines de ces chansons Ã©tant par ailleurs interprÃ©tÃ©es dans d'autres langues kenyanes telles que le dholuo ou le gikuyu). Cet Ã©lÃ©ment n'Ã©tait pas anodin dans un pays qui venait seulement d'acquÃ©rir son indÃ©pendance (en 1963) et qui devait encore construire son identitÃ© nationale.
L'idole de la musique populaire kenyane s'Ã©teignit malheureusement assez jeune, de maladie, en 1987, laissant une kyrielle de chansons enjouÃ©es et exÃ©cutÃ©es avec maestria.
Le Victoria Jazz Band
Musicalement parlant, Kakai Kilonzo et ses Kilimambogo Brothers apparaissent comme les figures de proue de la Pop Kamba qui elle mÃªme s'apparente au Benga, style kenyan nÃ© du croisement entre la danse cubaine, la rumba congolaise et la musique jouÃ©e par diffÃ©rente tribus kenyanes (en particulier les Luo). Le Benga se caractÃ©rise pas des lignes ultra-rapides de guitare, aigÃ¼es et entraÃ®nantes, posÃ©es sur une basse puissante, chargÃ©e de faire danser les foules.
L'apparition de ce style musial chez les Luo n'est pas un hasard : tribu situÃ©e la plus Ã l'ouest du Kenya, sur les bords du lac Victoria, elle a Ã©tÃ© directement au contact de la foisonnante musique d'Afrique centrale (notamment congolaise). Mais tout ceci fera l'objet d'un prochain article.
EmmenÃ© par Ochieng Nelly Mengo et Collela Mazee, le Victoria Jazz Band fit partie des principaux reprÃ©sentants du Benga dans les annÃ©es 70. Ses musiciens, comme beaucoup, apprirent Ã jouer sur des instruments qu'ils avaient eux-mÃªmes confectionnÃ©s, parfois en cachette. Collela Mazee expliquait ainsi qu'il Ã©tait mal vu de jouer de la musique dans son entourage et qu'aprÃ¨s avoir jouÃ© avec ses amis sur le chemin de l'Ã©cole, il lui fallait dissimuler son instrument pour ne pas se faire punir par ses parents. La mauvaise qualitÃ© du son sur le morceau Â«Dominic KaseraÂ» ne rend malheureusement pas justice au talent du groupe.
Autres reprÃ©sentants du Benga, les Kalambya Boys (emmenÃ©s par Onesmus Musyoki) jouaient soit seuls, soit en support des Kalambya Sisters. Ces derniÃ¨res connurent un grand succÃ¨s avec Â«KatelinaÂ», morceau sorti en 1983 sur un label allemand (Zensor) et qui eut droit Ã quelques Ã©coutes sur des radios europÃ©ennes.

Terminons notre sÃ©lection par un musicien originaire de la tribu des Luyha, Ã l'ouest du pays : Sukuma Bin Ongaro et son jeu de guitare proprement stupÃ©fiant. Difficile de ne pas remuer les pieds et les Ã©paules, entraÃ®nÃ© que l'on est par ces grappes de notes sautillantes.
Cet article ne prÃ©tend Ã©videmment pas brosser un portrait fidÃ¨le de ce qu'est la musique kenyane dans toute sa diversitÃ© et sa richesse. PremiÃ¨rement, car il Ã©voque essentiellement le Twist africain et le Benga, deux styles qui ne sauraient couvrir le spectre complet de la production nationale. Et mÃªme s'il est toujours en vogue, le Benga doit composer aujourd'hui avec la concurrence du R'n'B, trÃ¨s populaire parmi les jeunes gÃ©nÃ©rations. DeuxiÃ¨mement, et il s'agit-lÃ d'un poncif, la musique kenyane ne peut s'apprÃ©hender vÃ©ritablement qu'en concert, et en Ã©tant au Kenya. Son but premier Ã©tant de faire danser le public dans les clubs ou dans les fÃªtes, nous ne saurions la comprendre sans en partager l'atmosphÃ¨re.
Ce caractÃ¨re rÃ©crÃ©atif ne doit cependant pas occulter l'importance des messages politiques et sociaux vÃ©hiculÃ©s ces derniÃ¨res dÃ©cennies par ces vÃ©ritables Â«mÃ©nestrelsÂ» modernes. Dans un pays traversÃ© depuis 50 ans par des tensions violentes ou couvÃ©es, la musique a pu Ãªtre, Ã certaines pÃ©riodes, l'un des rares supports permettant d'exprimer des messages politiques Ã l'encontre du pouvoir en place ou des Ã©lites.
Ces messages prenaient parfois un caractÃ¨re imagÃ©, sous forme de rÃ©cits attachÃ©s au quotidien et au vÃ©cu des musiciens (conflits familiaux, relations hommes / femmes, dangers de la grande ville, attachement Ã sa rÃ©gion d'origine et Ã ses coutumes, etc.). Certains musiciens n'hÃ©sitaient toutefois pas Ã vÃ©hiculer des messages plus explicites par le biais de chroniques relatant les Ã©lections ou les diffÃ©rents soubresauts politiques du pays (coup d'Ã©tat, assassinat, etc.).
Un EuropÃ©en ne peut donc saisir toutes les subtilitÃ©s de la musique kenyane ; Ã moins d'avoir vÃ©cu au pays, de connaÃ®tre son histoire et d'en parler les diffÃ©rentes langues. Mais, rassurez-vous, il n'est pas nÃ©cessaire d'Ãªtre africaniste ou africain pour pouvoir l'apprÃ©cier.

|India ranks 130th in Human Development Index: UNDP|
New Delhi: The United Nations Development Programme (UNDP) in its latest report has placed India`s Human Development Index (HDI) value for 2014 at 0.609, as the country climbed five spots to 130 in a list of 188 countries and territories.
Between 1980 and 2014, India`s HDI value increased from 0.326 to 0.609 -- an increase of 68.1 percent or an average annual increase of about 1.54 percent.
The HDI is a summary measure of assessing long-term progress in three basic dimensions of human development -- long and healthy life, access to knowledge and decent standard of living.
"India loses 28.6 percent HDI due to inequalities, largely due to inequalities in education (42.1 percent). Among BRICS, South Africa has the highest loss due to inequalities at 35 percent and lowest is for Russia at 10.5 percent," said a note circulated with the report.
On the Gender Inequality Index (GII), India ranks 130 out of 155 countries with a value of 0.563.
The GII reflects gender-based inequalities in three dimensions -- reproductive health, empowerment and economic activity.
The 2015 Global Human Development report by UNDP, named "Work for Human Development", was released on Monday in Ethiopia.
The report encourages governments to look beyond jobs to consider the many kinds of work such as unpaid care, voluntary or creative work that are important for human development.
As per the report, 2 billion people have moved out of low human development levels in the last 25 years.
The report shows that providing universal social protection in India could cost an estimate 4 percent of GDP.
Between 2000 and 2010, the number of direct jobs in information and communications technology in India jumped from 284,000 to more than 2 million.
As per the data provided in the report, only 39 percent of women in India were internet users compared to 61 percent of men in 2013.
The report cites that off-grid solar photovoltaic technologies will generate 90 direct and indirect jobs per megawatt in India.
For India, unpaid work, predominantly performed by women, is estimated at 39 percent of GDP.
It further stated that India`s workforce participation of women is declining -- from 35 percent in 1990 to 27 percent in 2013.
In 38 countries, including India, Pakistan, Mexico and Uganda, 80 percent women were unbanked.
Globally, 74 million youth were unemployed. In India, over 10 percent of youth were unemployed, the report says.
Haoliang Xu, assistant administrator and director of UNDP`s Regional Bureau for Asia and the Pacific, said: "The availability and quality of work are key for human development in Asia and the Pacific, a region that is home to two-thirds of the world`s working-age population.
"In order to ensure that the work-force is capable of adapting to rapidly changing demands, the governments need to make strategic investments into education and health care."
Commending the Indian government for its leadership role in the design and adoption of the Sustain Development Goals, Yuri Afansasiev, UN resident coordinator and UN resident representative in India, said: "With national development programmes like the National Rural Employment Guarantee Act, Skill India, Digital India, and Make in India in place, the government of India is on a strong footing for the SDGs.
"A greater focus on work, especially for women and youth will undoubtedly ensure success in the achievement of Agenda 2030."

Sophie's Choice for Communities: Sacrificing Land Rights to Gain Security
More than 3,000 indigenous people recently marched outside Congress in Brasilia, protesting encroachment on their ancestral lands and the taking of their natural resources. They were met by riot police and pushed back by tear gas. The Brazilian government argues that it is committed to protecting indigenous lands, but it has yet to officially demarcate, register and document many of their territories â which effectively deprives tribal members of their legal rights.
This incident highlights a global problem. Around the world, Indigenous Peoples and other communities seek formal recognition of their land to help prevent it from being taken away by more powerful outsiders. But there's another side to this issue that offers these communities a troubling "Sophie's choice": In getting their land officially registered and documented, communities oftentimes lose some of their rights to use it.

Bundles of Land Rights
More than half of the world's land is held by communities, yet only about 20 percent of it is formally recognized by governments as belonging to them. Much of the remaining 80 percent is held solely under customary institutions and rules. For generations, these traditional arrangements provided tenure security, but today, many families and communities are losing their land to local elites and foreign investors, often with the support of governments.
The registration and documentation of land rights with the government can help communities protect their lands. Yet while most governments grant private property owners a large "bundle of rights" to their landâincluding rights of access, exclusion, management, alienation and withdrawal (Box 1)âthese same rights are usually not afforded to communities. In a Rights and Resources Institute study of 59 indigenous and community land tenure types across 27 countries, only 5 percent included the full bundle of rights. In many countries, the law does not recognize community land and does not establish a process to register this land.
Recognizing only small bundles of rights can limit the use of community land and jeopardize local livelihoods. Without exclusion rights, for example, communities can't protect their lands from unwelcome intruders interested in extracting valuable trees or hunting wildlife. Without full withdrawal rights, communities cannot use their land for commercial purposes, jeopardizing livelihoods and potential sources of income. Without alienation rights, communities can't lease their land to outsiders, limiting their ability to compete with private property holders.
Table 1 shows the situation in Latin America. In these six Amazon Basin countries, the principal tenure type of indigenous land does not provide the five critical land rights; only access and management rights are granted to all six tenure types, while four countries provide exclusion rights. All types grant withdrawal rights, but for subsistence purposes only. Withdrawal rights for commercial purposes requires a separate procedure, including the development of a government-approved management plan. Five of the six tenure types do not include alienation rights.

A Better Way
Governments grant communities small bundles of rights for several reasons, but many do so to protect them from making "poor" decisions, such as leasing or selling their land to outsiders or logging their forests for short-term gains. Essentially, governments do not believe that Indigenous Peoples and communities can manage their lands well. Denying rights is preferred to regulating rights. This paternalistic approach must change if communities are to take charge of their own development.
There is a better way - one that grants communities the same large bundles of rights over their land as private property holders while also promoting sound land use and management. Many governments have a long history of effectively using incentives and regulations to promote sound land use and management on privately held land. In Ecuador, for instance, the government provides direct monetary incentives to landowners who protect native forest and other ecosystems on their lands. And in the United States, the government provides tax breaks to landowners who establish conservation easements on their property.
Governments have also enacted regulations that limit or restrict certain land uses. In Uganda, the National Policy for the Conservation and Management of Wetland Resources prohibits the draining of wetlands and farming on river banks to protect the environment. And Kenya's Agriculture Act gives the government the authority to issue land preservation orders to prohibit clearing of private land for cultivation, grazing livestock on private land, and burning or destroying vegetation. The government can also require the reforestation of private land and undertake drainage works.
These approaches have worked on privately held land, and are far more respectful of Indigenous Peoples and communities than granting them small bundles of land rights. Most importantly, they do not force communities to forfeit important land rights for the promise of tenure security.

Hillary pushed women's rights by insisting on taking female rape and sexual exploitation seriously, but no one in the US wants to recognize this problem.
The number of organized hate groups in the United States increased 20 percents last year, according to the Southern Poverty Law Center in Montgomery, Ala. Nearly 9000 hate crimes , more than half of them motivated by race, were reported to the Federal Bureau of Investigation in 1996- compared to 7947 incidents in 1995 and 5932incidents in 1994. Last week, James Byrd, Jr., a 49 -year's old black man, was dragged to death in Texas by a chain from the back of a pickup truck. Recently, two black men also became the targets of possible copycat crimes in Illinois and Louisiana.
Authorities say the three men who have been charged with Byrd's murder my have ties with white supremacist groups, which have grown to over 400 organizations nationwide, according to the Southern Poverty Law Center. In fact, the Ku Klux Klan has been granted permission to rally later this month in Jasper, Texas, and the town where Byrd was killed. "These groups are getting better with the public," said Joe Roy, director of the Intelligence Project of the Southern poverty Law Center."They are no longer racist but racialist, not segregationists, but separatists. They are using a lot more attractive buzz words to lead people into their organizations "of the 474 hat groups documented by the Intelligence Project, 127were related to the Ku Klux Klan 100 was neo-Nazi, 42 were Skinheads, 81were Christian Identity, a racist religion, 12 were Black separatists and 112subscribed to a mÃ©lange to hate -based doctrines and ideologies.

Lotfi Raissi , an Algerian pilot who had been accused of training the suicide hijackers who crashed into the Pentagon on September 11, walked free today after being granted bail at an extradition hearing . Mr.Raissi, 27 who has been held in jail for five months, emerged from the top security Belmarsh magistrate's court complex in south -east London to applause from his family and friends. Minutes earlier, district judge Timothy Workman said Mr.Raissi, who lives near Heathrow airport. Could have conditional bail as he was only facing extradition to the US on two counts of falsifying as application for a US pilot's license. At previous court hearings in London, lawyers acting for the US authorities indicated he was suspected of being a lead instructor for pilots responsible for the September 11 hijackings. And US prosecutor have in the past made clear that the pilot's license accusations were only holding charges. But no terrorism charges have been formally introduced and Mr. Raissi's lawyers successfully argued today that the charges related to pilot's license applications did not justify him being held in prison. Mr. Workman said he appreciated the September 11 investigation was long and painstaking but he said he was allowing bail as the US government was unlikely to bring terrorism charges inAA the near future. Mr. Raissi's family has strenuously denied he was involved in the September 11 terror attacks in any way. Today he was told his family would have to give $10000in surety, that he would have to live at an address specified to the court , that he would have to surrender his passport and not apply for international travel documents . Mr. Raissi's French wife Sonia, speaking after the judge's decision, said that she believed justice had been done. She said " we have been waiting five months and my message to the FBI is , You arrested him for terrorism so why do you want to extradite him for these ridiculous , minor charges? .
Lotfi's brother, Mohamed, said "The FBI said to he world that he was a big terrorist and they have to now say to the world, that his man is innocent. They have destroyed his life, his future and his dream".
But James Lewis, representing the US government, told the court Mr.Raissi should not be granted bail. He said "we are concerned with an investigation into an atrocity that shocked the civilized world ...Mr. Raissi is a suspect in that investigation"
Hugo Keith, representing Mr. Raissi, said "The Americans now seen unwilling to withdraw from their initial position and accept on this occasion, they pursued the wrong person. 5. ARSON IN THE VILLAGE
On Sunday morning in a hot summer day, one patrol team of CIVPOL monitor received a radio call from the CIVPOL station about an arsoning incident in a bear by village. Some local said during the interview that the both house was belong to the local politicians called Mustafa Leader. Leader had some arguments with some rivals during the municipality meeting last Friday about the grazing of the animal in the village of Ruslan. The leader received a threat from the rival of abandon the village as soon as possible or faces the adverse consequences. The leader did not obey the threat and the incident happen. Both house entirely damaged by the arson but the fire bridge could not give the total amount of loss of the house. The CIVPOL interviewed with the house owner and revealed that two houses worth $ 10000 and two camels worth $ 1000, cash worth $99 and utensils worth $45, grains worth $ 129, have been damaged during the arson. The monitor team assured him relief of compensation from the local authority.

President Abdurrahaman Wahid granted amnesty thousands of prisoners Thursday, including some who were ailed for there political beliefs. Minister for law and legislation Yusril Ihza Mahendra said 105 political prisoners, and 3000 others who were jailed for criminals' acts, would be released. He said Wahid signed a presidential decree Thursday and the prisoners would be set free Thursday night and Friday morning.
"We are releasing the criminal prisoners because it's Christmas time and the New year",he said . He added that the release of the political prisoners' mostly separatist activists from Aceh and Irian Jaya province was part of the government's efforts to release all those who were jailed for political activity under Indonesian's former authoritarian regime. Most of the political prisoners were jailed during the32 -year dictatorship of Suharto , who was ousted from power due to a student uprising in May 1998.

November 27, 2001 Bangkok, Thailand: Thai police said on Mondays they have arrested six Filipino gang members for allegedly luring two Japanese and three French tourists to gamble in their house and cheating them out of millions of Baht (thousands of dollars) . The gang members, three men and three women, were arrested on Sunday from a house in Bangkok where all six gang members lived, police Lieutenant General Chat Kuldilok told reporters. Lt. Gen. Kuldilik said the women pretended to be Thai house wives and invited their victims. Whom they met on the street while pedaling handicrafts, to come to their house to teach them Japanese, and to sell them handicrafts. He said the male members of the gang pretended to be millionaires from Brunei who lost huge sums to each other to avoid suspicion by the tourists, Chat said. Four of the five tourists agreed to gamble with the male gang members while the female gang members supposedly were making them fool. Once the tourists had lost all of their money to the gang members they tried to get some of their money back, but the gang members refused. The tourists were told if they told the police or any one else about losing money to them, they would be killed. All the male gang members had knives and showed them to the tourists after telling them this. The tourists left the house and notified Thai police immediately. The tourists informed the police of the gang members' house and were willing to help them in hopes of getting their money back. Upon arrest, the Thai police searched the entire house, but unfortunately the money could not be found. One of the tourists response was," I am happy, even tough we didn't get our money back , I'm just glad the gang members were found by the Thai Police . Hopefully nothing like this will happen to any tourists ever again.
Police interviewed all the detainees in the police cell and found that other two gangs also committing the same crime using same modus operandi in the capital city. Police started the vigorous checking around the suspected area and arrested one gang with some weapons and valuables in the rented house. Police confiscate six knives and four round of live bullets including four gang members. Sunday, December 9, 2001 An outbreak of fever in the West African nation of Gabon has been confirmed as the deadly disease Ebola, the World Health Organization (WHO) said Sunday. It is world's first documented outbreak of Ebola since last year in Uganda, where 224 people - including health workers - died from the virus. Ebola is one of the most virulent viral diseases known to humankind, causing death in 50 to 90 percent of all clinically ill cases. "It's been confirmed by a laboratory in Gabon" WHO spokesman Gregory Hartl told the press. "We have reports that seven people have died" Hartl said WHO has already sent a team to help the coastal nation and that a second team of four specialists would leave Geneva for Gabon on Monday. The out break is in remote Ogooue Ivindo province in northeastern Gabon, he said. Gabon was last afflicted in an outbreak in 1996-97 that killed 45 of the 60 people infected. "We have had very little information" Hartl said. The conformation came from a laboratory in France ville, also in eastern Gabon. A team from the Gabon Ministry of Health and the International Center of Medical Research in France Ville went to the province last week when they first received reports of that the outbreak might be Ebola, Hartl added. On Friday, Hartl said there were unconfirmed reports of a possible outbreak in nearby Congo. Ebola is passed through contact with bodily fluids, such as mucus, saliva and blood, but Ebola is not airborne. The virus incubates for four to 10 days before flu-like symptoms set in. Eventually, the virus causes severe internal bleeding, vomiting and diarrhea. There is no known cure for Ebola, but patients treated early for dehydration have a good chance of survival. WHO says more than 800 people have died of the disease since the virus was first case in Gabon was documented in 1994 the agency says. After the 1996-97 out break in Gabon it wasn't documented again until it appeared in Uganda last year. WHO recommends the suspected cases is isolated from other patients and that strict barrier nursing techniques be used to shield health workers from exposure. Gloves and masks must be worn and disinfected prior to reuse, the agency says. Patients who die from the disease should be promptly buried or cremated. The virus has also been transmitted to people from handling ill or dead infected chimpanzees, WHO says. Police are worried there may be widespread panic in the area because of the confirmed reports. There have been rumors of possible riots and / or break -ins. Police officials said tat when out breaks such as this occur, people become frightened and assume the worst and that is when people start to try and upraise against the police . However, no reports have been made in regards to riots and/ break -INS, but police have been told to be prepared for the worst. 9. TALIBAN ARRESTED
US forces detained seven suspected Taliban fighters yesterday outside the American military base at Kandhar airport in southern Afghanistan after it came under attack , defense officials said. They said the men were detained for questioning after patrols were sent out to investigate the attack. A small number of other people who might have been involved in the gunfight escaped, according to the officials, who asked not to be identified. No American troops were injured, they said. A Reuters television cameraman, Taras Protsyuk, said he heard heavy gunfire and a number of explosions at the Kandhar base . He said the shooting lasted about 30 minutes and was at its most intense for a period of about five minutes ." I have seen the tracers and there were some light explosions like hand grenades ", he said " Americans appeared to be firing at a point in the hills to the West Side of the air base." Operation in Afghanistan by the US military and its allies to mop up remnants of the vanquished Taliban and the AL-QUIDA network are based at Kandahar airport .
There are about 4100 military personnel based at the airport, with the majority from the US. Mr. Protsyuk said the heaviest firing was on the airport's western perimeter, about half a mile from the terminal building. In a separate incident, an American military transport plane crashed in a remote region of the Afghanistan on Tuesday night , injuring all eight crew members but non of them critically ,US officials said yesterday . Seven of those injured in the crash were able to walk and " non of the injuries were considered life- threatening " ,said Major Brad Lowell, a spokesman for the US central command in Florida . The cause of the crash was not known , although it did not appear to be the result of hostile fire, official said . An American soldier was killed in an accident in Afghanistan yesterday when a piece of heavy industrial equipment fell on him at Bagram air base near Kabul, the US military said . The soldier's name was withheld pending notification of next of kin. Later on , it was revealed that the detainees were investigated thoroughly and two among seven were sent to " Kwantanamo Bey" a notorious jail used by American military to dump terrorists.
